As detailed above, the City sent its first letter to the FHF less than two weeks after receiving a complaint from the Park Apartments management company. That letter suggested that the City would not renew the FHF’s contract without an apology for the Park Apartments investigation and lawsuit. The City’s second letter acknowledges that it withheld payment because it was waiting for that apology and “some assurance on the part of the FHF that a similar scenario will not occur in the future.... ”
