457 charsThe statute’s broad remedial purpose is to lay the groundwork for landlord/tenant relations and to provide a more equal footing for both. The nature of the landlord/tenant relationship requires such accountability. The statute created a new right with respect to claims for wrongfully withheld security deposits, rendering it unnecessary for a tenant to prove the common law elements of conversion or breach of contract.
