631 charsDuring the respondents’ occupancy of the premises they experienced recurring problems with the roof. It leaked, causing interference with the business. Although respondents complained numerous times about the leak, appellants were never able to repair it properly despite their repeated efforts. A field supervisor for the Health Department of the City of Kansas City, Missouri inspected the premises in January, 1984. He noted numerous leaks in the ceiling and recommended that it would be unsafe to prepare or serve any food in the kitchen. He also advised Mr. Newsome that he had to notify his supervisor to get a closure order.
