While the 1980 Act altered some administrative procedures and made certain changes in the law regarding future rent increases, most of the provisions of the 1977 Act are materially identical to the corresponding provisions of the 1980 Act. Applying the "doctrine of substantial reenactment," we conclude that the substantive rights of both landlords and tenants under the 1977 Act were intended to, and did, continue in force under the 1980 Act.
