The plain language of RCW 59.18.060 suggests that a landlord has a general duty to keep the premises fit for human habitation, in addition to the duties specifically enumerated in subsections (1) through (11). However, upon reviewing RCW 59.18.060 in its entirety, we believe that the Legislature intended the duties enumerated in subsections (1) through (11) to be comprehensive and, thus, exclusive. The enumerated duties include not only judicially created exceptions to the doctrine of caveat emptor, but also several duties having no foundation in the common law, such as the obligation to provide adequate locks.
