        We emphasize that nothing in this opinion is intended to create any new obligation
for public housing agencies. Public housing agencies may choose to work with landlords
to halt payments at a landlord’s request, to the extent permitted by their state, federal, and
contractual obligations; a public housing agency’s ability and willingness to halt a payment
may be one of the facts a court considers in determining whether a landlord has accepted
rent.
