We note that this conclusion is consistent with the Act’s definition of “[ajctual notice” as “receipt of written notice hand-delivered or mailed to the last known address.” 9 V.S.A. § 4451(1). Landlord’s argument is based on a definition of actual notice as receipt of written notice, regardless of how that notice is delivered. The Legislature adopted a more narrow definition of what can constitute actual notice.
