In addition to general damages, we hold that punitive damages may
               be available to a tenant in the appropriate case. Although punitive
               damages are generally not recoverable in actions for breach of
               contract, there are cases in which the breach is of such a willful and
               wanton or fraudulent nature as to make appropriate the award of
               exemplary damages. . . . When a landlord, after receiving notice of
               a defect, fails to repair the facility that is essential to the health and
               safety of his or her tenant, an award of punitive damages is proper.
