1. Governing state primary law.
Louisville Metro is one of the Kentucky local governments that has adopted the Uniform Residential Landlord and Tenant Act (URLTRA) in its entirety under KRS 383.500. URLTRA-adopting jurisdictions are governed by KRS 383.500 through 383.715. Specifically:
  - Security deposits: KRS 383.580 (separate account in regulated bank, written itemization at move-in and move-out, statutory forfeiture for noncompliance).
  - Implied warranty of habitability + tenant remedies: KRS 383.595 (landlord's maintenance obligations), 383.625 (tenant remedies for noncompliance), 383.635 (essential-services/health-and-safety remedies), 383.640 (wrongful failure to supply essential services), 383.705 (retaliatory conduct prohibited).
Non-URLTRA Kentucky jurisdictions are governed only by the older common-law / KRS 383.010-.302 framework, which is materially weaker for tenants. Louisville's URLTRA adoption is the operative legal hook.
