1. Governing state primary law.
Springfield tenants are governed by:
  - Mass. Gen. Laws ch. 186 § 15B (security deposits).
  - 105 CMR 410.000 + Hemingway (habitability).
Springfield additionally maintains a residential-rental registration / inspection cycle under local ordinance, which supplies a private-right-of-action / fee-recovery hook in addition to the state Sanitary Code path.
