396 chars(Santa Monica Charter, § 1801(f), italics added.) To the extent a security deposit is used to compensate a landlord for damages and cleaning, it becomes the property of the landlord. (Civ. Code, § 1950.5, subds. (b), (e).) Otherwise, the security deposit belongs to the tenant. (See Civ. Code, § 1950.5, subds. (d)-(f); Korens v. R.W. Zukin Corp., supra, 212 Cal.App.3d at pp. 1058-1059; Comment,
