347 chars10 The court did not explain what it meant by the term “decontrolled units.” In context, it appears the court considered “decontrolled units” to be rental units that are permanently exempt from rent control. As we will explain, “decontrol” under the Rent Control Law refers to a limited circumstance related to a high vacancy rate. (§ 1803(r).)
