Finally the findings indicating the existence of serious housing problems are offset by statements in the findings that such problems “are not so wide-spread as to constitute an emergency” and that “no such emergency as referred to in [section 1 of the charter amendment] actually existed.” We have already held herein that the existence of such an emergency is not a constitutional prerequisite for the imposition of rent controls. Plaintiffs contend however that the declaration in the charter amendment’s preamble of the existence of “a serious public emergency” *164
