The question remains whether it is “arbitrary” discrimination within the language and intent of the Unruh Civil Rights Act to serve a tenant with a notice to quit because of her organizing activities. Appellant contends that she was arbitrarily discriminated against because she belonged to a specific group of people—tenants’ rights activists, and was organizing tenants to discuss and resist rent increases.
