400 charsDefendant’s institution of such proceedings was an integral part of his unlawful business practice of maintaining substandard, dangerous, unhealthy, unsanitary housing and permitting overcrowded conditions in the apartments. It was only after the tenants’ association was formed and statutory rights were exercised that he undertook to file unlawful detainer actions against tenants for overcrowding.
