403 charsRespondents argue that section 37.9, subdivision (f), can reasonably be construed to apply only to illegal evictions that display a “dishonest or evasive purpose.” It is “absurdly harsh,” they say, to award treble damages for technical violations. But the ordinance contains no provisions for measuring the degree of culpability of the offender. We are obliged to enforce the ordinance as it is written.
