The trial court interpreted the word “may” as giving it discretion to award treble damages. This verb, however, has no reference to the language relating to treble damages. The subject of the verb is “the tenant or Board”; its object is the phrase “a civil proceeding.” The language merely authorizes the tenant or the board to bring civil proceedings. *341
