Connecticut Superior and Appellate cases interpreting Conn. Gen. Stat. § 47a-7 (landlord's responsibilities) treat the statutory duty as a non-waivable warranty of habitability. Tenants may withhold rent into court under the housing-receivership procedure of § 47a-14h, raise the warranty as a special defense to summary process under § 47a-26b, or sue for damages and injunctive relief. Conn. statutes and case law make the landlord strictly liable for code-level habitability failures regardless of fault. Connecticut also recognizes the implied covenant of quiet enjoyment under § 47a-16 — independent statutory protection against landlord interference with tenant possession.
