force and effect as the entry of the docketed judgement in the
office of such clerk, and the Commissioner shall have all of the remedies and maintain all of the
proceedings for the collection thereof, which may be had or taken upon the recovery of a
judgement in a civil action, but not without prejudice to the owner's right of appeal.
