21 The Rental Housing Commission has determined that if the violation did not terminate prior
to the timely filing of the petition, and the record contains evidence of the continuing violation,
the remedy of a refund for improper rent adjustment may go up to the date the record closed
which is usually the hearing date. 14 DCMR 3826.2; Canales v. Martinez, TP-27,535 (RHC
