506 chars(C) After completion of any investigation or hearing on any complaint or matter not resolved by mediation, to make a written report of its findings and recommendations to the Mayor and the City Council; and to the Massachusetts Commission Against Discrimination (“MCAD”) on any matter within its jurisdiction; or to any court or other governmental Agency having jurisdiction of the matter in question, and in all cases urging and using its best efforts to bring about compliance with its recommendations;
