The building authority or his or her designee may permit the
use of buildings located on the islands for dwelling purposes which
do not meet the minimum standards set forth in this article when he
or she finds that it is not feasible or practicable to provide such
minimum standards and the health, safety or general welfare of the
occupants or the public will not be adversely affected.
