(Among the additional factors mentioned by appellant were that "numerous states permitted self-help evictions," that "state courts were not accustomed to applying a good cause standard,” that "the summary nature of state proceedings did not provide ... an opportunity to obtain representation or to conduct discovery,” that "appeals from lower court state proceedings were burdensome due to state bonding requirements,” that "many states did not prohibit retaliatory evictions," and that many state eviction procedures were lenient toward landlords and did not *458 require the courts to issue written opinions.
