After the district court's decision, Congress passed and the President signed the Department of Housing and Urban Development Reform Act of 1989, Pub.L. No. 101-235, 103 Stat.1987 ("the Reform Act"). Section 202 of the Reform Act, entitled "Clarification of Applicability to Voluntary Termination of Insurance", amended the Preservation Act by explicitly including within its coverage mortgage insurance termination. Reform Act, Sec. 202, 103 Stat. 2037. Among the sections affected by the amendment is Section 222 which now reads:
