(3) In the event of a Presidential declaration of a national emergency, such information to tenants as required by the Secretary.
(f)
Failure of tenant to object.
The failure of the tenant to object to the termination notice shall not constitute a waiver of his rights to thereafter contest the landlord's action in any judicial proceeding.
