Hartford Code § 2-330.93

If the commission determines, after a hearing, that rent charges for any housing accommodation
 are so excessive, based on the standards and criteria set forth in this division,
 as to be harsh and unconscionable, it may order that the rent be limited to such amount
 as it determines to be fair and equitable. No hearing shall be held less than ten
 (10) days from the mailing date of a notice of such hearing to a landlord or an agent
 of such landlord at which he may be represented by counsel. D.
