Temple next asserts that the decisions must be reversed and declared void ab ini-tio because they were issued by former RHC Commissioners whose terms of office had expired prior to the issuance of the decisions. Specifically, he claims that un*1039der the 1985 Act, “[tjhe terms of members of the Rental Housing Commission appointed under the Rental Housing Act of 1980 shall expire upon the confirmation of at least 2 new members appointed pursuant to this section.” Id. § 45-2511(a). He then correctly states that the Council of the District of Columbia voted to confirm the appointments of the present Commission members on July 9,1985, nine days prior to the issuance of the final decisions in this case.
