Of course, the RHC could reasonably require strict compliance with its reporting and filing requirements: "Reporting requirements play an essential role in ensuring compliance with the rent laws. The failure to timely file reports and amended registration statements can seriously impede, if not prevent, appropriate enforcement action." Charles E. Smith Management, Inc. v.
