Based on these arguments, Borger contends that the trial court erred in denying its cross-motion for partial summary judgment and granting Sindram’s motion for summary judgment. We find Borger’s collateral estoppel argument persuasive. Thus, without reaching Section 8 federal preemption issues, we reverse the judgment of the trial court and, for the reasons explained below, remand for further proceedings on the issue of source-of-income discrimination. We review grants or denials of motions for summary judgment de novo
