These state and federal decisions which refuse to extend state action concepts developed in prior case law are founded upon a concern for preserving the vitality of the Fourteenth Amendment's state action requirement. A common thread running through the foregoing authorities is the recognition that the state action requirement is more than just a limitation on state power.
