Legal representation means full-scope representation provided by a licensed attorney for a tenant in a
 covered proceeding. This includes all activity necessary to zealously represent tenants,
 including but not limited to, filing responsive pleadings where applicable, appearing
 on behalf of the tenant in court, and providing legal advice, advocacy, and assistance
