473 charsSection 67-710 requires “giving notice in writing”. Respondents argue that this notice means the same as jurisdictional service, as contemplated by the rules of civil procedure. Under that theory we would be imposing the requirements of service of process for jurisdictional matters upon landlord and tenant notices. This is an attempt to merge the separate concepts of notice and jurisdiction, which the United States Supreme Court has seen fit to separate and hold apart.
