Sec. 6-272. Definitions.
The following words, terms and phrases, when used in this
ordinance, shall have the following meaning:

Vacant commercial property shall mean any commercial real
property with buildings that have a visible storefront on the
ground level that has not been used or occupied for a period of
at least 180 consecutive days and is not undergoing
construction, rehabilitation, renovation, or repair to make the
building fit for occupancy.
Property owner shall mean a person or entity who alone or
severally with others:
(a) Has legal or equitable interest to any commercial
building or has care, charge, or control of any commercial
building in any capacity including but not limited to agent,
executor, administrator, trustee, or guardian of the estate of
the holder of legal title;
(b) Is a tenant with a legal right to possess an entire
commercial building;
(c) Is a mortgagee in possession of any commercial
building;
(d) Is an agent, trustee, receiver, or other person
appointed by the courts and vested with possession or control of
any commercial property; or
(e) Is an officer or trustee of an association of unit
owners of a condominium or cooperative which contains a vacant
commercial property.
Temporary Art shall mean two-dimensional works of art for public
viewing provided and installed by the City and displayed inside
windows or on exterior surfaces of vacant commercial properties.
